1. Acceptance of Terms
By accessing or using any website, platform, or service operated by the Embassy Row Project - including but not limited to embassyrowproject.org, embassyrowproject.com, embassyrowproject.net, and embassyrowproject.ai (collectively, the "Services") - you acknowledge that you have read, understood, and agree to be bound by these Terms of Service ("Terms"). If you are accessing the Services on behalf of an organization, you represent that you have the authority to bind that organization to these Terms.
If you do not agree to these Terms, you must discontinue use of the Services immediately. Your continued use of any part of the Services constitutes your acceptance of these Terms as they may be amended from time to time.
2. About the Embassy Row Project
The Embassy Row Project is a philanthropic initiative founded by researcher and technologist James Scott, headquartered in Washington, D.C. since 2007. The Project operates an ecosystem of 59+ specialized institutes, research laboratories, accelerators, and community programs across 11 categories of impact, including cybersecurity, AI governance, healthcare, climate resilience, humanitarian operations, and international trade.
All services are delivered through the Strategic Capability Philanthropy model, meaning they are fully grant-funded and provided at no cost to qualifying organizations. The Embassy Row Project does not charge fees for access to its platforms, intelligence services, or community programs. Revenue is not generated from service recipients; all operations are sustained through philanthropic funding.
3. Eligibility for Grant-Funded Services
Access to the Embassy Row Project's specialized platforms and services is available through a grant application process. Eligible applicants include, but are not limited to:
- •Government agencies and departments at federal, state, and local levels
- •Non-governmental organizations (NGOs) and synergistic 501(c)(3) organizations
- •Academic and research institutions
- •Think tanks, policy institutes, and civil society organizations
- •Intergovernmental organizations (IGOs) and diplomatic missions
- •Community-based organizations and humanitarian aid groups
- •Critical infrastructure operators and public health agencies
Grant applications are reviewed on a rolling basis. Approval is at the sole discretion of the Embassy Row Project and is based on organizational mission alignment, demonstrated need, and capacity to utilize the services effectively. The Embassy Row Project reserves the right to deny or revoke access at any time.
4. Description of Services
The Embassy Row Project provides access to the following categories of services through its grant-funded model:
- •Crisis Intelligence & Forensics - 104 specialized analytical services across 22 categories for governments, NGOs, and critical infrastructure operators
- •Expert Agents Platform - 45 purpose-built expert agents for enterprise-grade tax, finance, and operations automation with audit-ready documentation
- •Diplomatic Initiative Design - 100 specialized services across 10 categories for diplomatic program design, partner vetting, risk modeling, and cross-border compliance
- •Community Programs - Direct community engagement including rice distribution, educational programs, and local capacity building
- •Research & Development - Advanced research in quantum computing, bioengineering, AI governance, and cybersecurity through specialized laboratories
Service availability, scope, and features may vary by platform and are subject to change. The Embassy Row Project continually develops and refines its offerings to address evolving global challenges.
5. Acceptable Use and User Conduct
As a condition of accessing the Services, you agree to the following:
- •Use the Services solely for lawful purposes consistent with your stated organizational mission
- •Provide accurate and complete information in all grant applications, contact forms, and platform interactions
- •Maintain the confidentiality of any credentials, access tokens, or proprietary data provided to you
- •Not attempt to reverse-engineer, decompile, or extract source code from any platform, tool, or analytical system
- •Not redistribute, sublicense, or commercially exploit any outputs, reports, or intelligence products without prior written authorization
- •Not use automated systems (bots, scrapers, crawlers) to access the Services except as explicitly permitted
- •Not interfere with, disrupt, or attempt to gain unauthorized access to any part of the Services or their underlying infrastructure
Violation of these terms may result in immediate suspension or termination of access, and the Embassy Row Project reserves the right to pursue legal remedies for any damages caused by prohibited conduct.
6. Intellectual Property
All content, designs, text, graphics, logos, frameworks, methodologies, software, analytical models, and other materials available through the Services are the exclusive property of the Embassy Row Project and James Scott, or are used under license. This includes, without limitation:
- •The Strategic Capability Philanthropy model and its associated frameworks
- •The 12 Laws of Recursive Sovereignty
- •The V-Framework for philanthropic resource deployment
- •The Ghost Protocol of Recursive Giving
- •The Liberation Manifesto and all associated publications
- •All platform names, service marks, and trade dress (including ARCS, OmniSynth, Helios, QIRLab, PeacemakerOS, KRYOS Dynamics, Tribunal OS, and others)
- •Intelligence reports, analytical outputs, and research publications generated by the platforms
Grant recipients receive a limited, non-exclusive, non-transferable license to use platform outputs for their stated organizational purposes. This license does not transfer ownership of any intellectual property. All rights not expressly granted are reserved.
7. Grant Application Submissions
By submitting a grant application through the Services, you acknowledge and agree that:
- •All information provided in the application is accurate, current, and complete to the best of your knowledge
- •The Embassy Row Project may verify any information submitted and may contact references or affiliated organizations
- •Application data will be retained for the purpose of processing, evaluation, and potential future consideration
- •Submission of an application does not guarantee approval or access to any services
- •The Embassy Row Project may share application information internally across its institutes for the purpose of identifying the most appropriate services for the applicant
8. Disclaimer of Warranties
THE SERVICES ARE PROVIDED ON AN "AS IS" AND "AS AVAILABLE" BASIS WITHOUT WARRANTIES OF ANY KIND, EITHER EXPRESS OR IMPLIED. TO THE FULLEST EXTENT PERMITTED BY APPLICABLE LAW, THE EMBASSY ROW PROJECT DISCLAIMS ALL WARRANTIES, INCLUDING BUT NOT LIMITED TO IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NON-INFRINGEMENT.
The Embassy Row Project does not warrant that the Services will be uninterrupted, error-free, or free of harmful components. Intelligence products and analytical outputs are provided for informational and decision-support purposes only and should not be relied upon as the sole basis for critical decisions without independent verification.
9. Limitation of Liability
TO THE MAXIMUM EXTENT PERMITTED BY LAW, THE EMBASSY ROW PROJECT, ITS FOUNDER, OFFICERS, EMPLOYEES, AFFILIATES, AND AGENTS SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, INCLUDING BUT NOT LIMITED TO LOSS OF PROFITS, DATA, USE, GOODWILL, OR OTHER INTANGIBLE LOSSES, ARISING OUT OF OR IN CONNECTION WITH YOUR ACCESS TO OR USE OF (OR INABILITY TO ACCESS OR USE) THE SERVICES. Because all services are provided at no cost through grant funding, the total aggregate liability of the Embassy Row Project for any claims arising under these Terms shall not exceed one hundred U.S. dollars ($100.00).
10. Indemnification
You agree to indemnify, defend, and hold harmless the Embassy Row Project, James Scott, and their respective officers, directors, employees, agents, and affiliates from and against any and all claims, liabilities, damages, losses, costs, and expenses (including reasonable attorneys' fees) arising out of or in any way connected with your access to or use of the Services, your violation of these Terms, or your infringement of any intellectual property or other rights of any third party.
11. Termination of Access
The Embassy Row Project may suspend or terminate your access to the Services at any time, with or without cause, and with or without notice. Grounds for termination include, but are not limited to:
- •Violation of these Terms or any applicable policies
- •Misuse of platform services or intelligence products
- •Provision of false or misleading information in grant applications
- •Conduct that the Embassy Row Project determines, in its sole discretion, to be harmful to its mission, reputation, or other users
Upon termination, your right to use the Services ceases immediately. Sections of these Terms that by their nature should survive termination - including intellectual property, limitation of liability, indemnification, and dispute resolution - shall continue in full force and effect.
12. Governing Law and Dispute Resolution
These Terms shall be governed by and construed in accordance with the laws of the District of Columbia, United States of America, without regard to its conflict of law provisions.
Any dispute arising out of or relating to these Terms or the Services shall first be submitted to good-faith mediation. If mediation is unsuccessful, the dispute shall be resolved by binding arbitration administered in Washington, D.C. in accordance with the rules of the American Arbitration Association. Each party shall bear its own costs of arbitration unless the arbitrator determines otherwise. Nothing in this section shall prevent either party from seeking injunctive or other equitable relief in a court of competent jurisdiction to prevent irreparable harm.
13. Modifications to These Terms
The Embassy Row Project reserves the right to modify these Terms at any time. Material changes will be posted on this page with an updated revision date. For active grant recipients, significant changes may also be communicated directly. Your continued use of the Services following any modification constitutes your acceptance of the revised Terms. We encourage you to review this page periodically.
14. Severability
If any provision of these Terms is held to be invalid, illegal, or unenforceable by a court of competent jurisdiction, the remaining provisions shall continue in full force and effect. The invalid provision shall be modified to the minimum extent necessary to make it valid and enforceable while preserving its original intent.
15. Entire Agreement
These Terms, together with the Privacy Policy and any grant-specific agreements, constitute the entire agreement between you and the Embassy Row Project regarding your use of the Services. These Terms supersede all prior or contemporaneous communications, proposals, and representations with respect to the Services.
